Accessibility and Nondiscrimination Policies
In accordance with the requirements of Title II of the Americans with Disabilities Act of 1990 ("ADA"), the City of Terrell will not discriminate against qualified individuals with disabilities on the basis of disability in its services, programs, or activities.
Employment: The City of Terrell does not discriminate on the basis of disability in its hiring or employment practices and complies with all regulations of the U.S. Equal Employment Opportunity Commission under Title I of the Americans with Disabilities Act (ADA).
Effective Communication: The City of Terrell will generally, upon request, provide appropriate aids and services leading to effective communication for qualified persons with disabilities so they can participate equally in City programs, services and activities. Aids and services include qualified sign language interpreters, documents in Braille, and other ways of making information and communications accessible to people who have speech, hearing or vision impairments at no cost.
Modifications to Policies and Procedures: The City of Terrell will make all reasonable modifications to policies and programs to ensure that people with disabilities have an equal opportunity to enjoy all City programs, services and activities. Anyone who requires an auxiliary aid or service for effective communication, or a modification of policies or procedures to participate in a City program, service or activity, should contact Dawn Steil at dsteil@cityofterrell.org or 972-551-6600 x1430 as soon as possible but no later than 48 hours before the scheduled event.
The ADA does not require the City of Terrell to take any action that would fundamentally alter the nature of its programs or services, or impose an undue financial burden or administrative burden.
The City of Terrell, Texas, as a recipient of Federal financial assistance and under Title VI of the Civil Rights Act of 1964 and related statutes, ensures that no person shall on the grounds of race, religion (where the primary objective of the financial assistance is to provide employment per 42 USS. § 2000d-3), color, national origin, sex, age or disability be excluded from participation in, be denied the benefits of, or otherwise be subjected to discrimination under any City programs or activities.

The City of Terrell is committed to ensuring Standard Title VI Assurances and Form PR-1273, "Federal Requirements for Federal- Aid Construction Contracts," are included in every solicitation and contract requiring affirmation from the recipient to comply with the Title VI of the Civil Rights of 1964 and related statutes. Sub-contracts will be reviewed by the City Engineer prior to authorizing work to commence to ensure provisions have been included.
The City of Terrell has adopted the Texas Department of Transportation Disadvantaged Business Enterprise Program requirements established in 49 CFR Part 26, by virtue of signing the Pass Through Agreement between the City of Terrell and the State of Texas, and as required in Article 35 of said agreement.

The City of Terrell is an Equal Employment Opportunity community and employs persons of various races and ethnic backgrounds. Through this diversity, the City is able to offer, as needed, a bilingual staff person capable of language translation as indicated below. If translation services as related to a transportation improvement project, program, or activity is desired, contact the ADA Coordinator for assistance in identifying a specific staff member.
Notification of Public Participation Activities
All public meeting notices will be on our website and sent to select newspapers to ensure regional coverage. Translated notices will also be sent to non-English newspapers. Notification is also sent to local libraries, city halls, county court houses, chambers of commerce (including minority chambers), and the Terrell Tribune. In addition, City of Terrell will maintain a comprehensive mailing list containing the names of individuals and organizations that wish to be notified of all public meetings as well as stakeholders.

ADA External Discrimination Complaint Processing Procedures
Under the grievance procedures, a formal complaint must be filed within sixty (60) calendar days of the alleged occurrence. Any complaint should be in writing and contain information about the alleged discrimination such as name, address, phone number of complainant, as well as the location, date and description of the problem. Alternative means of filing complaints, such as personal interviews or tape recording of the complaint, will be made available for persons with disabilities upon request.
The complaint should be submitted by the grievant and/or his/her designee as soon as possible but no later than sixty (60) business days after the alleged violation to:

The ADA Coordinator is required to acknowledge receipt of the grievance within ten (10) business days and offer the opportunity to discuss the complaint and possible resolutions.
Within twenty (20) business days of the acknowledgment, the ADA Coordinator or his/her designee will respond in writing, and where appropriate, in format accessible to the complainant, such as large print, braille, or audio tape. The response will explain the position of the City and offer options for substantive resolution of complaint. If the response by the ADA Coordinator or his/her designee does not satisfactorily resolve the issue, the complainant and/or his/her designee may appeal the decision within ten (10) business days after receipt of the response to the City Manager or his/her designee at:

Within ten (10) business days after receipt of the appeal, the City Manager or his/her designee will acknowledge receipt of the appeal from the complainant and discuss with complainant a possible resolution. Within ten (10) business days after the acknowledgement, the City Manager or his/her designee will respond in writing, and where appropriate, in a format accessible to the complainant, with a final resolution of the complaint.
All written complaints received by the ADA Coordinator or his/her designee, appeals to the City Manager or his/her designee, and responses from these two offices will be retained by the City for at least three (3) years.
